When the Levees Broke

Remember how President Bush cut funding for the New Orleans levees because he doesn’t care about black people? Turns out the levees were built exactly to design specifications:

After pulling and measuring the pilings, officials with the U.S. Army Corps of Engineers expressed a measure of relief, since the Corps was responsible for ensuring the construction matched the approved design when the flood wall was built in the early 1990s.

So if it was built to design, but failed, then the design must be faulty. So who was the President who oversaw the flawed design?

Well, the demarcation line is January 20, 1993. Prior to that, the President responsible would have been George H.W. Bush ( “41″ ). Afterwards, it would have been America’s first black president.

How about the corruption factor on constructing the levees? I think that plays an important role too.

That’s definitely been a factor as well - but these levees apparently weren’t affected by that. Construction inconsistent with the design would have been an important signal of corruption-induced failure.
